The great thing about these types programs is that they domonstrate the power of the affiliate program concept: lots of people need to be able to accept and make payments online. With proper marketing you can get lots of signups without emphasizing the income oppotunity component. Many don't necessarily care about that, they just want to be able to transfer
Common reasons pay systems get banned: no referral system, no ability to hold an account balance, and crappy interface.
